Full membership is open to anyone interested in amateur radio. A Family membership is open to everyone residing at the same residence (regardless of age).
You do not have to be a licensed amateur radio operator join CLARC. In fact, many people have joined, used the excellent classes, mentoring and training available at CLARC to get their license.
